Pay proposals for a competency based career structure for civilian medical practitioners
You will remember that in January 2008 the MoD Defence Medical Services Department (DSMD) sent the BMA Armed Forces Committee their
revised proposals for a competency based career structure for CMPs.
This is a consultation document on which we are seeking the views of all CMPs.
We understand that this offer of a new basic salary structure along with a 3% supplementary skills allowance (for all accredited CMPs) and associate trainers’ pay is a first step in the development of a whole new career package, outlined in the MoD’s January 2008 proposal.
We believe the MoD has made this offer at this stage in acknowledgement of the need for an urgent uplift in pay for CMPs in the hope that it will help to address recruitment, retention and morale issues that cannot wait until we have negotiated and developed an overall new contract package.
The current CMP pay scale is:
0 years - £62,242
6 years - £66,744
13 years - £70,060
19 years - £73,258.
The across the board pay rises contained in the new pay scale range from 3.0 to 10.3% with an average rise of 6.7%. The pay offer, if accepted, will be backdated from 1 April 2008 with effect before the end of 2008.

The new package should include rewards for enhanced clinical services and management responsibilities as well as new, improved and more explicit arrangements for out-of-hours work, on-call, overtime and study leave. We aim, also to discuss other contractual aspects such as flexible and part-time working. We will be sending these proposals out for consultation and hope to begin negotiations on the new package in August after we have heard back from CMPs.
